Winslow Way is the center of island community, culture and commerce. But the utilities under the street — primarily sewer, water and storm drainage — are in extreme disrepair. Fixing these utilities will require extensive digging and trenching. Since the street and sidewalks will need to be completely reconstructed, we have an opportunity to improve the entire streetscape — including paving, parking, landscaping, public art and gathering places — storefront to storefront, from SR 305 to Grow Avenue.
